How to Turn Yellow Jiangsu Health Codes Green?
These Conditions Have to be Met
On August 9, the Information Office of Nanjing Municipal People's Government held the 20th press conference on COVID-19 prevention and control in Nanjing, informing the latest situation of the epidemic prevention and control of the city.
Recently, the Jiangsu Provincial Leading Group for COVID-19 Prevention and Control issued the Measures on the Assignment and Change of Yellow Jiangsu Health Code (for Trial Implementation). Ding Xiaoping, deputy director of Nanjing Municipal Health Commission gave some explanations on the Measures.
Health code of three groups of people will turn yellow.
First, people from medium-risk areas, referring to residents of medium-risk areas or people with travel or residence history in medium-risk areas in the past 14 days.
Second, people who may be exposed to COVID-19, referring to those who have stayed within 250 meters of a confirmed COVID-19 case, within four days ahead of any symptom appeared on the confirmed case, for more than 30 minutes. For asymptomatic carriers, the time was when their first positive samples were taken.
Third, potential close contacts, referring to people who are identified at the same place with the persons tested positive and are at high risk of infection through the epidemiological investigation, but have not been identified as close contacts.
What to do when health code turns yellow?
When your health code turns yellow, you will receive a text message that reads: “You have been in key areas under prevention and control or may have been in contact with persons tested positive for the novel coronavirus. According to related regulations, you have been assigned a yellow health code. Please report to the community, keep health monitoring at home and conduct personal protection well. 14 days after your health code turned yellow, it will turn green if you go through 3 times of nucleic acid tests in the last 7 days at the designated institution and all the results are negative. Thank you for your understanding and support!”
The requirements of home health monitoring are that during the period, people can eat and live together with their families, but daily necessities should be cleaned and disinfected separately. Do not go out unless necessary, and if it is necessary to go out, one should report the time, place and the activity to the community in advance. Do not organize or attend offline meetings, or engage in offline education or other gathering activities, and do not enter indoor enclosed places such as song and dance halls, public bathrooms, cinemas, Internet cafes, or participate in gatherings such as dinner parties and weddings. One should take strict personal protection measures when going out, wear medical surgical masks without breathing valve or masks with higher protection capabilities at all times. Do not take public transportation, and keep a safe distance of 1 meter from others.
How to turn yellow codes green? Two conditions need to be met.
First, one have to do home health monitoring for 14 days (from the day the health code turns yellow);
Second, one have to take 3 times of nucleic acid tests in the last 7 days and all the results are negative. The nucleic acid test here can be conducted by any qualified organization, including the massive nucleic acid testing organized by agencies and communities.
The vast majority of people will have their codes back to green ones automatically when both the two conditions are met. If the code-changing conditions above are met, but the color of health code isn’t automatically green, one can report to the local sub-district (town) to change from yellow code to green one by providing 3 negative reports of nucleic acid tests within 7 days.
Personnel holding a yellow code and living outside Jiangsu province can appoint his or her relatives or friends in Jiangsu province to apply for code-changing when code-changing conditions are met. The negative nucleic acid test certificate of the person who meets the requirements shall be submitted to the community (village) where the person or his relatives and friends live for code-changing.
If one finds out that his or her yellow code is not correct, that is, one does not belong to the three groups of people mentioned above, he or she can report to the community where he or she lives in, and the report will be submitted to the relevant departments of Jiangsu Provincial Center for Disease Control and Prevention step by step for information verification. If a misjudgment is confirmed, the code will be converted to green.
The assignment of yellow Jiangsu Health code is a prevention and control measure implemented dynamically in accordance with the newly issued Guidelines for Handling COVID-19 Cluster Outbreaks (Revised edition) under the Joint Prevention and Control Mechanism of the State Council and the actual situation of epidemic prevention and control in Jiangsu province in order to carry out thorough screening, early detection, management and control for those at risk, to block the diffusion of the virus as soon as possible, and protect public health.
How to use air conditioning properly and how to take disinfection measures in the workplace?
Ms Ding Jie, deputy director of the Nanjing Municipal Center for Disease Control and Prevention, says:
For some frequently used facilities, such as elevator buttons, faucets, public phones, mouses, keyboards, and doorknobs, one can often wipe them with alcohol for disinfection. Office desktops and floors should be disinfected regularly every day. If possible, the frequency of disinfection can be increased. A quick-drying hand disinfectant should be provided in the workplace. Garbage should be classified and the trash can should be sprayed with disinfectant once a day. Air disinfection should be carried out with no one around.
We should ensure adequate ventilation when using air conditioning. Open doors and windows or ventilation fans, and change air for about 20-30 minutes after the air conditioning runs for 2-3 hours. For underground shopping malls, supermarkets or farm produce markets with large flow of population, after business closes every day, the ventilation systems of the air conditioner should be turned on for about one hour.
In places where central air conditioners are used, if novel coronavirus cases are found, the central air conditioners should be off immediately. Under the guidance of the Center for Disease Control and Prevention, the air conditioners should be thoroughly cleaned and disinfected. After cleaning and disinfection, hygiene testing and evaluation should be carried out, and the air conditioners can be reused only after they are qualified.
Enterprises and public institutions should bear the main responsibility of COVID-19 prevention and control. Employees should conduct health monitoring before going to work every day. A health notice should be posted in a prominent position in the office to remind people to wear masks and wash their hands well，as well as to disseminate relevant knowledge on COVID-19 prevention and control.The density of the flow of people should be limited in working venues, and the staff should keep a corresponding distance. Hold online meetings whenever possible, and if offline meetings must be held, keep the safe distance between people and minimize the time of the meeting. When dining, avoid face to face meals, and follow staggered mealtime rules to have meals in batches at different periods. Finally, it should be reminded that each unit should formulate a corresponding emergency system and spare an area for emergency treatment. Personnel training should be strengthened, and emergency supplies such as disinfectants and masks should be provided.
