1月16日上午，南京市第十七届人民代表大会第二次会议在南京人民大会堂开幕。市长陈之常代表市人民政府向大会报告工作。

On the morning of January 16th, the second session of the 17th People's Congress of Nanjing kicked off at the Nanjing Great Hall of the People. Chen Zhichang, Mayor of Nanjing, delivered government work report to the conference on behalf of the Municipal People's Government.

报告回顾了2023年工作，部署了2024年重点工作，并对2024年民生实事候选项目作了说明。

The government work report reviewed the work for 2023, mapped out key tasks for 2024, and provided explanations for the candidate projects for people's livelihood in 2024.

回顾2023    Review of 2023

报告指出，过去一年是全面贯彻党的二十大精神的开局之年，是三年新冠疫情防控转段后经济恢复发展的一年，在江苏和南京发展史上具有特殊意义。一年来，南京主要抓了六大方面工作：

According to the report, 2023 marked the beginning of the comprehensive implementation of the spirit of the 20th National Congress of the Communist Party of China (CPC) and was a year of economic recovery and development after three years of COVID-19 prevention and control. It held special significance in the development of Jiangsu Province and Nanjing. Over the course of the year, Nanjing focused on six major areas of work:

1. 全力推动经济运行整体好转

Making all-out efforts to promote the overall improvement of economic performance

2. 统筹推进科技创新和产业创新

Coordinating the promotion of technological and industrial innovation

3. 全面深化改革扩大开放

Comprehensively deepening reforms and opening-up 

4. 加快构建城乡融合发展新格局

Accelerating the construction of a new pattern of urban-rural integrated development

5. 持续增进民生福祉

Continuously improving people's well-being

6. 扎实做好风险防范化解和社会治理工作

Effectively carrying out risk prevention, control, and social governance

部署2024    Key Tasks for 2024 

报告从外部环境、宏观政策、我市实际等方面，客观全面分析了当前发展面临的挑战和机遇，提出今年要重点做好十个方面的工作，奋力开创南京发展更加美好的明天。

The report objectively and comprehensively analyzes the challenges and opportunities facing current development from external environment, macro policies, and the actual situation in Nanjing. It proposes to focus on ten key areas of work in 2024 to vigorously create a brighter future for Nanjing's development:

1. 坚持扩大内需、稳定外需，着力巩固和增强经济回升向好态势

Adhere to expanding domestic demand and stabilizing external demand, and consolidate and enhance the positive trend of economic recovery

2. 坚持锻长补短、集群强链，着力推动产业强市建设大突破

Adhere to strengthening industry clusters and supply chains, and promote breakthroughs in building Nanjing as a city with strong industries

3. 坚持求实扎实、四链融合，着力打造具有全球影响力的产业科技创新中心主承载区

Adhere to the integration of talent, education, innovation, and industrial chains, and strive to build the main carrying area of the industrial technology innovation center with global influence

4. 坚持深化改革、扩大开放，着力构建国内国际双循环的链接枢纽

Adhere to deepening reforms and expanding opening up, and work on building a hub of a "dual circulation" development pattern in which domestic economic cycle plays a leading role while international economic cycle remains its extension and supplement

5. 坚持规划引领、数字赋能，着力完善城市功能品质

Adhere to planning guidance and digital empowerment, and improve the quality and functions of the city

6. 坚持弘扬新风、传承文脉，着力建设社会主义文化强市

Adhere to fostering new practices and inheriting traditions, and strive to build a city with strong socialist culture

7. 坚持生态优先、绿色发展，着力促进人与自然和谐共生

Adhere to the green development that gives priority to ecology, and promote harmonious coexistence of humans and nature

8. 坚持城乡融合、兴农惠农，着力推进乡村全面振兴

Adhere to urban-rural integrated development, support agriculture and benefit farmers, and advance rural revitalization on all fronts

9. 坚持完善体系、兜牢底线，着力保障和改善民生

Adhere to improving the system and safeguarding the bottom line, and ensure the well-being of the people

10. 坚持系统思维、科学施策，着力提升城市治理体系和治理能力现代化水平

Adhere to systematic thinking and scientific strategies, and enhance the modernization level of urban governance system and governance capacity

Projects for People's Livelihood

在广泛征求意见的基础上，南京遴选出十二类47项民生实事候选项目提交大会，请各位代表审议并票决。

Based on extensive solicitation of opinions, Nanjing has selected twelve categories comprising 47 candidate projects for people's livelihood initiatives, which are now submitted to the conference for representatives to deliberate upon and vote on.
